Atlanta, East Point, Hapeville and Decatur side by side: 2025 millage rates, school scores, August 2026 home values, Census income and commute times.

Last checked Oct. 6, 2026. Sources: the Georgia Department of Revenue’s 2025 millage rates (PDF), the state’s 2025 School Grades data, Zillow Research, the Census Bureau’s 2020-2024 American Community Survey and each city’s own website.

East Point, Hapeville and Decatur are the three cities closest to Atlanta’s center, each about 7 miles away. (North Druid Hills and Vinings are as close, but they are unincorporated communities run by their counties, not cities.) East Point and Hapeville sit south of Atlanta in Fulton County, near Hartsfield-Jackson Atlanta International Airport; Decatur is east, the seat of DeKalb County. This page puts official figures for the four side by side, one table per topic. It draws no conclusions.

What this means for you

  • Tax rates: the four cities’ 2025 rates run from 10.370 mills (Atlanta) to 17.509 (Hapeville), but county and school rates differ too; see the totals below.
  • Schools: three different districts. Atlanta Public Schools, Fulton County Schools (East Point and Hapeville) and City Schools of Decatur.
  • The address decides: mailing addresses that say “Atlanta” or “Decatur” are often outside those cities. Check the parcel before you count on a city’s services.

Property tax rates

Georgia taxes 40% of a property’s fair market value, and a mill is $1 for every $1,000 of that assessed value. These are the rates the Georgia Department of Revenue lists for the 2025 tax year, before any exemption, special service district or tax allocation district.

Rate (mills, 2025) Atlanta (Fulton part) East Point Hapeville Decatur
City, operations 9.520 13.000 17.509 11.150
City, bonds 0.850 0.000 none listed 1.820
County Fulton, 8.870 plus 0.169 bonds Fulton, 8.870 plus 0.169 bonds Fulton, 8.870 plus 0.169 bonds DeKalb, 11.638
School district Atlanta Public Schools, 20.500 Fulton County Schools, 17.080 Fulton County Schools, 17.080 City Schools of Decatur, 20.300
Total of the rates above 39.909 39.119 43.628 44.908

The state’s table lists Decatur’s city and school rates on lines labeled “Decatur 50%” and “Ind School Decatur 50%.” Atlanta parcels on the DeKalb County side of the city, such as Kirkwood and East Atlanta, pay DeKalb’s county rate instead of Fulton’s. Homestead exemptions, which lower the taxable value of a home you live in, are filed with the county: the Fulton County Board of Assessors or the DeKalb County Tax Commissioner.

Schools

Scores are the 2025 College and Career Ready Performance Index (CCRPI) from the state’s School Grades report, the same year for every school and district.

Atlanta Atlanta Public Schools (77.0) Zoned high schools: Midtown (91.1), Maynard Jackson (79.7), North Atlanta (79.3), Therrell (66.7), Mays (66.5), Douglass (65.2), Washington (61.2), South Atlanta (60.3), Carver (57.0)

Zones decide which school a child attends. Look up one address with Atlanta Public Schools’ zone maps, Fulton County Schools’ Find Your School or the City Schools of Decatur boundary map.

Home values

The Zillow Home Value Index is a modeled typical value for the middle third of homes, not a sale price. All four figures are for August 2026.

City Typical home value, August 2026 Change from August 2025
Atlanta $381,948 down 2.02%
East Point $232,397 down 5.49%
Hapeville $266,271 down 4.60%
Decatur $279,906 down 3.61%

Zillow’s city figures are for its own city regions. Its Decatur figure is far below the Census Bureau’s median home value for the city of Decatur (below), and Zillow’s ZIP code data labels ZIP codes 30032, 30034 and 30035, as well as 30030, with the city name Decatur. For ZIP code 30030 alone the August 2026 figure was $642,406.

How to check an address

  1. Find the city. A mailing address is not a city line. Look up the parcel with the Fulton County Board of Assessors for Atlanta, East Point and Hapeville, or the DeKalb County Tax Commissioner for Decatur and the DeKalb part of Atlanta. The parcel record shows the tax district.
  2. Find the school. Use the district lookups in the schools section above.
  3. Estimate the tax. Multiply 40% of the value by the total millage for the parcel’s tax district and divide by 1,000, then subtract any exemptions; the county tax commissioner’s bill is the final word.

For Atlanta’s own neighborhoods, see our Atlanta neighborhoods guide, and for the county and nearby towns, Atlanta, Fulton County and the neighbors.
